Revolutionizing Healthcare Response to Human Trafficking with Just In Time
THE CHALLENGE
Human trafficking affects 50 million people worldwide and over 1 million in the United States. While less than 1% of victims are identified, up to 90% of victims seek medical care, many times, during their exploitation.
Prior knowledge needed to translate into rapid, real-time action. Allegro needed a turnkey, clinically aligned solution that equipped staff to Recognize → Respond with confidence, without having to rely on memory to recall the signs of trafficking, the steps to follow, and the partners to call depending on the unique needs of the victim or survivor.
The Just In Time Solution for Healthcare
Just In Time is an enabling solution that equips healthcare teams to recognize and respond to human trafficking in the moment.

WHY WAS JUST IN TIME THE ANSWER?
Established in 2013, Allegro Clinics serves a high percentage of under-resourced patients. Allegro recognized that victims of human trafficking and exploitation may be seeking care within its clinics without being identified. With the knowledge of this under-identified population, particularly in health systems, Allegro resolved to be a part of the solution and respond.
In July 2025, Allegro partnered with Altus to launch a customized solution to identify and respond to trafficking within its health clinics and broader community. Early outcomes, including victims identified and supported, demonstrates the powerful impact of solutions like Justice U™ and Just In Time when embedded directly into patient care.
IMPLEMENTATION AT ALLEGRO
Implementation was designed to be fast, practical, and minimally disruptive to clinic operations. Allegro moved from kickoff to live deployment across all clinics within weeks, not months, by embedding Just In Time directly into existing clinical workflows.
- Justice U trainings rolled out across all clinics
- Discreet QR-accessible signage placed in patient bathrooms and clinical spaces
- Staff-facing JIT tool launched with role-based indicators, setting-specific protocols, and locally-vetted resources
- “Recognize → Respond” adopted as the standard clinical workflow
- Community-facing version deployed for patients and community members
In the first month, Allegro’s team made multiple identifications that led to immediate impact in the lives of victims and survivors in their community and beyond.
MEASURABLE
IMPACT
Major Trafficking Intervention
12 VICTIMS RECOVERED IMMEDIATELY
A newly trained Allegro employee recognized indicators of trafficking at another clinic, coached the receptionist through the protocol to follow; police intervened → a 14-year-old and 11 additional minors were identified and recovered and 5 traffickers were arrested
When police asked the staff member how she recognized the situation and knew how to respond, she explained it was due to the training and tools she had received from her employer, Allegro.
Improved Quality of Care
Staff could rapidly identify patients at risk and connect them to appropriate services, reducing repeat trauma and improving quality of care.
Increased Provider Confidence
Clear, step-by-step protocols decreased uncertainty and stress for clinicians, increasing confidence, morale, and effective action. Provider confidence in working with patients suspected of human trafficking increased by over 700% in the first quarter after launch.
Lowered Legal and Operational Risk
Just In Time strengthened Allegro’s compliance posture and reduced operational risk by ensuring Allegro staff followed specified protocols, met professional training mandates, and adhered to local reporting requirements.
KEY
OUTCOMES
Real Lives Saved
In the first week, 12 victims were recovered— evidence that healthcare response, when equipped, can be immediately impactful and transformative.
Improved Quality of Care
Staff moved from uncertainty to clarity for real-time response to human trafficking.
Immediate Patient Empowerment
Activating the right protocol allowed victims to discreetly disclose danger and receive immediate support from local service providers.
Early identification → improved care coordination → reduced repeat trauma.
Allegro became a nationwide model clinic for community-based healthcare engagement.
The Allegro case shows what’s possible when healthcare professionals receive the right training, tools, and team to support their ability to recognize and respond to human trafficking. The Just In Time solution turns uncertain moments into life-saving interventions.
Up to 90% of victims of human trafficking seek care from local healthcare settings. Less than 1% are identified. Let’s change that by equipping your healthcare team to make a difference — just in time.
